It is the case with all 3 registries that you can update the database
autonomously with no human interaction from registry staff, however
the restriction mentioned above still exists.

That is, of course, true.

This discussion is rapidly diverging off ARIN and moving towards PIARA
(one of the specific subjects PIARA looked into was removing the transfer
restriction from the 192 block) however, it would appear PIARA has died.
