Bylaws for ARIN

As previously pointed out, ARIN has very qualified legal assistance
of its own, although I appreciate AOPs offer.  Also, please note, that
the ARIN bylaws are being worked on as we speak and have been for quite
a while now.  The Board of Trustees has no intention of publicly posting
the bylaws or the budget until we are satisfied they are complete.
I learned my lesson after posting the first ARIN proposal and
getting flamed for it not being the perfect document.
