Proposed Editorial Update to NRPM (Formerly ARIN-prop-251: Correct References to Rwhois)

The ARIN Advisory Council (AC) has classified "ARIN-prop-251: Correct 
References to Rwhois" as an editorial change to the Number Resource 
Policy Manual (NRPM).

The text of the editorial change is below for consideration.

The process for editorial updates to the NRPM is found in Part One, 
Section 3.1, paragraph 3 of the PDP:

"Changes to policy that are purely editorial and non-substantial in 
nature are outside the scope of the full Policy Development Process and 
may only be made with 30 days public notice followed by the concurrence 
of both the ARIN Advisory Council and ARIN Board of Trustees that the 
changes are non-substantial in nature."

Your feedback on this editorial update is encouraged. The review period 
will close on 19 April 2018.

Editorial Change: Correct References to Rwhois (Formerly ARIN-prop-251)

Problem Statement:

This is intended as a trivial editorial change which does not change 
intent nor meaning of policy. In section 3.2 we specify the requirements 
for generic distributed information services, yet that definition is 
referenced only twice. Elsewhere in the NRPM a specific implementation 
(rwhois) is named. Given that even the recent ACSP Consultation 2017.4 
specifically mentioned other protocols, this inconsistency should be 
resolved.

Policy Statement:

Change the title of 3.2 from "Distributed Information Server Use 
Requirements" to "Distributed Information Service Use Requirements".
Change the references in the following sections from "rwhois" to "a 
distributed service which meets the standards set forth in section 3.2":
- 4.2.3.4.1 (1 reference)
- 4.2.3.7.3.1 (3 references)

Replace "WHOIS directory record" with "WHOIS or Distributed Information 
Service record"
- 4.2.3.7.3.2
- 6.5.5.3.1
In any cases where this would result in awkward grammar (such as 
4.2.3.7.3.1 where the literal replacement would create the phrase 
"...use of an a distributed...", the grammar should be corrected (e.g. 
"...use of a distributed...").

Comments:

Timetable for Implementation: Immediate

Anything Else: Minor editorial change to eliminate a legacy 
inconsistency. A phrasing tweak might be needed for one use.
