Advisory Council Meeting Results - April 2018

In accordance with the Policy Development Process (PDP), the Advisory
Council (AC) met on 18 April 2018.
The AC has advanced the following Recommended Draft Policies to Last
Call ending 7 May 2018 (each will be posted separately):
* ARIN-2017-3: Update to NRPM 3.6: Annual Whois POC Validation
* ARIN-2017-8: Amend Community Networks
* ARIN-2017-10: Repeal of Immediate Need for IPv4 Address Space (NRPM
Section 4.2.1.6)
* ARIN-2017-12: Require New POC Validation Upon Reassignment
* ARIN-2017-13: Remove ARIN Review Requirements for Large IPv4
Reassignments/ Reallocations
The AC has advanced the Proposed Editorial Change to NRPM (Formerly
ARIN-2017-11: Reallocation and Reassignment Language Cleanup) to the
Board of Trustees for review.
The AC has advanced the following Draft Policy to Recommended Draft
Policy status (will be posted separately):
* ARIN-2018-1: Allow Inter-regional ASN Transfers
The AC advances Draft Policies to Recommended Draft Policy status once
they have been fully developed and meet ARIN's Principles of Internet
Number Resource Policy. Specifically, these principles are:
* Enabling Fair and Impartial Number Resource Administration
* Technically Sound
* Supported by the Community
The AC has advanced the following Proposals to Draft Policy Status:
* ARIN-prop-253: Remove Reallocation Requirements for Residential Market
Assignments
* ARIN-prop-254: Clarification on IPv6 Sub-Assignments
The AC advances Proposals to Draft Policy status once they are found to
be within the scope of the Policy Development Process (PDP), and contain
a clear problem statement.
The AC has abandoned the following Draft Policy:
ARIN-2017-9: Clarification of Initial Block Size for IPv4 ISP Transfers
The AC provided the following statement:
"The ARIN AC has abandoned ARIN-2017-9 in favor of continuing work on
this issue through Draft Policy ARIN-2018-2. Feedback from the community
at ARIN 41 favored continued work on ARIN-2018-2. Community members
interested in this issue should review the current text of ARIN-2018-2
and provide any feedback they have on PPML."
Anyone dissatisfied with this decision may initiate a petition. The
deadline to begin a petition will be five business days after the AC's
draft meeting minutes are published.
The AC is continuing to work on:
* ARIN-2018-2: Clarification to ISP Initial Allocation and Permit
Renumbering
* ARIN-prop-255: NRPM Cleanup
