Section 4.4 Micro Allocation Conservation Update
On 20 March 2014 the ARIN Advisory Council (AC) recommended
ARIN-2014-7 for adoption, making it a Recommended Draft Policy.

You are encouraged to discuss Draft Policy 2014-7 on the PPML prior to
the upcoming ARIN 33 Public Policy Meeting. Both the discussion on the
list and at the meeting will be used by the ARIN Advisory Council to

Section 4.4 Micro Allocation Conservation Update

AC's assessment of conformance with the Principles of Internet Number
Resource Policy:
"Section 4.4 Micro Allocation Conservation Update enables fair and
impartial number resource administration by updating the requirements
for an IXP to obtain a micro allocation. The changes are a precise
change (2->3 IXP members) to existing policy. The policy is technically
sound and meets the overarching technical requirements of conservation,
aggregation, and registration. This policy has received a number of
statements in support of this proposal on the mailing list and in Nanog
Atlanta PPC."
Problem Statement:
Two networks interconnecting are generally considered to be private
peers. The current policy allows an IXP to receive a micro-allocation
with only two devices. Given IPv4 exhaustion and the growth of IXPs in
North America it is prudent to raise the minimum criteria so that
micro-allocation space is not wasted.
Policy statement:
Change the following sentence in Section 4.4 from:
Exchange point operators must provide justification for the allocation,
including: connection policy, location, other participants (minimum of
two total), ASN, and contact information.
To:
Exchange point operators must provide justification for the allocation,
including: connection policy, location, other participants (minimum of
three total), ASN, and contact information.

ARIN-prop-2014-7 Section 4.4 Micro Allocation Conservation Update
Date of Assessment: 04 Mar 2014
1. Summary (Staff Understanding)
This proposal would modify existing NRPM section 4.4 to require Exchange
Point Operators to have a minimum of three participants. The rationale
for this change is that with more IXPs being formed and IPv4 depletion
imminent, there is a need to conserve the limited micro-allocation
reserved space.
2. Comments
A. ARIN Staff Comments
This proposal would have no operational impact and could be implemented
as written.
B. ARIN General Counsel - Legal Assessment
The policy does not create legal concerns.
3. Resource Impact
This policy would have minimal resource impact from an implementation
aspect. It is estimated that implementation would occur within 3 months
after ratification by the ARIN Board of Trustees. The following would be
needed in order to implement:
· Updated guidelines and internal procedures
· Staff training
