Rationale:
Updated version removes language regarding Legacy->LRSA, LRSA->LRSA,
RSA->RSA transfers as this will be moved to ASCP.
Updated version removes language regarding deviation reporting, will be
moved to ASCP.
Only remaining change is to clarify that the transferred resources must
be received under some registration services agreement, but not
necessarily "The RSA".
