Advisory Council Meeting Results - November 2009

In accordance with the ARIN Policy Development Process the ARIN Advisory
Council (AC) held a meeting on 19 November 2009 and made decisions about
several draft policies and proposals.
The AC recommended the following four draft policies to the ARIN Board
of Trustees for adoption:
2009-3 (Global Proposal): Allocation of IPv4 Blocks to Regional
Internet Registries (with an updated rationale)
2009-5: IPv6 Multiple Discrete Networks
2009-6 (Global Proposal): Internet Assigned Numbers Authority (IANA)
Policy for Allocation of ASN Blocks (ASNs) to Regional Internet Registries
2009-7: Open Access To IPv6
The AC moved the following draft policy to last call as revised. It will
be posted separately to last call.
2009-8: Equitable IPv4 Run-Out
The AC abandoned the following proposal:
98. Last Minute Assistance for Small ISPs
The AC stated, "The ARIN Advisory Council determined to abandon Policy
Proposal #98: Last Minute Assistance for Small ISPs. This action
reflects the interaction on the Public Policy Mailing List and the
feelings of the primary AC shepherd that the proposal is overly
complicated. Seemingly the essence of the proposal is to lower the
minimum allocation level. As such, we have informed the author of this
action and encouraged him to resubmit a simplified version that reflects
the community's input."
The AC is continuing to work on the following proposals:
99. /24 End User Minimum Allocation Unit
97. Waiting List for Unmet IPv4 Requests
95. Customer Confidentiality
The AC chose to extend their review of the following new proposals to
their regularly scheduled meeting in December:
103. Change IPv6 Allocation Process
102. Reduce and Simplify IPv4 Initial Allocations
101. Multihomed initial allocation criteria
The AC made two decisions that can be petitioned. If someone is
dissatisfied with the abandonment of Policy Proposal 98, it can be
petitioned. 2009-8 may also be petitioned if someone is dissatisfied
with the AC’s decision to send revised text to last call. The deadline
to begin a petition is 3 December 2009. For more information on starting
