On 18 June 2009 the ARIN Advisory Council (AC) met and made decisions
about several policy proposals. Policy proposals are the earliest stage
of the ARIN Policy Development Process; they are ideas about policy
changes. The AC decides how to use policy proposals.
The AC accepted the following proposals on to the AC's docket for
development and evaluation. From these proposals the AC intends to
create and publish draft policies in time for the October Public Policy
Meeting:
Policy Proposal 89 (Global): Internet Assigned Numbers Authority
(IANA)Policy for Allocation of ASN Blocks (ASNs) to Regional Internet
Registries
Policy Proposal 90: Open Access To IPv6
Policy Proposal 93: Predicable IPv4 Run Out by Prefix Size
Policy Proposal 94. Predictable IPv4 Run Out by Allocation Window
The AC accepted the following proposal on the AC's docket, however the
AC will delay working on it until after the October Public Policy Meeting:
Policy Proposal 95: Customer Confidentiality
The AC abandoned the following policy proposals:
Policy Proposal 88: IPv4 Example Shortages
Policy Proposal 91: Sunset Clause for Liberalized Transfer Policy
Policy Proposal 92: A Modest Proposal for an Alternate IPv6 Allocation

Regarding Policy Proposal 92: A Modest Proposal for an Alternate IPv6
Allocation Process, the AC stated, "The AC believes that Policy Proposal
#92 has some merit in concept, but does not believe that the problem
addressed is immediate nor of sufficient scope currently. Furthermore,
the benefits presumed may be achieved in ways other than using the
discrete pools for address allocation. We hope that the author continues
to discuss this issue with the AC and community."
The AC abandoned proposals 88, 91, and 92, and delayed working on
proposal 95. These are actions that can be petitioned. The purpose of a
petition at this stage would be to advance a policy proposal by
promoting it to a draft policy for discussion on the Public Policy
Mailing List and at the October meeting. Per the ARIN Policy Development
Process, “Any member of the community, including a proposal originator,
may initiate a Discussion Petition if they are dissatisfied with the
action taken by the Advisory Council regarding any specific policy
proposal. If successful, this petition will change the policy proposal
to a draft policy which will be published for discussion and review by
the community on the PPML and at an upcoming public policy meeting.” The
deadline to begin a petition for these proposals is 30 June 2009.
Petitions must include the proposal and a petition statement. Once
begun, a petition lasts for 5 business days. Success is measured as
support from at least 10 different people from 10 different
organizations. Should a petition begin, ARIN staff will post additional
information to the petition thread. If there is no petition, or the
petition fails, then the abandoned proposals are closed.
