Expand timeframe of Additional Requests

It has come to the ARIN Advisory Council's (AC) attention that the wrong
version of policy proposal 2007-22 was reviewed in last call. The
history of the proposal is:

The version posed for last call should have included the updated text
presented at ARIN XX. The three versions of text are:

Current Policy statement:

"After a subscriber has been a member of ARIN for one year they may
choose to request a six-month supply of IP addresses."

Original text of proposal mistakenly posted during last call::

"After an organization has been an ARIN member in good standing for one
year, they may choose to request up to a 12 month supply of IP addresses."

Changed text presented and polled upon in Albuquerque:

"After an organization has been a subscriber member of ARIN for one
year, they may choose to request up to a 12 month supply of IP addresses."

Due to this error the AC has decided to send the correct text to the
PPML mailing list for a second Last Call period to ensure the correct
version of the propoal has been considered.

Please accept the AC's apoligies for this mistake.

Policy statement:

The proposal is to modify section 4.2.4.4 of the NRPM

Current wording: "After a subscriber has been a member of ARIN for one
year they may choose to request a six-month supply of IP addresses."

Change to: "After an organization has been a subscriber member of ARIN
for one year, they may choose to request up to a 12 month supply of IP
addresses."

Rationale:

Currently, all RIR's provide organizations with at least a 12 month
supply of IPv4 address space when making subsequent requests, with the
exception of the ARIN region. The primary reason for this change is for
continuity among all RIR. In doing so, all established organizations
have a more consistent access to IP resources.

The adjustment does not change demand on IPv4 address space. It only
changes the frequency in which established organizations need to request
address space.

This would allow for fewer potential aggregates allocated to an
organization providing more consolidated routing announcements.

This does not change the requirement on new organizations where
established growth trends have yet to be established.
