Creation of Policy for Subsequent End-User IP Requests/Assignments

ARIN Staff Assessment

The assessment of this proposal includes comments from ARIN staff and
the ARIN General Counsel. It contains analysis of procedural, legal, and
resource concerns regarding the implementation of this policy proposal
as it is currently stated. Any changes to the language of the proposal
may necessitate further analysis by staff and Counsel.

I.	Proposal

II.	Understanding of the proposal

   ARIN staff understands that this proposal would establish the
criteria for subsequent end-user IPv4 address space requests.

III.	Issues and concerns

   A.	ARIN Staff

     No comments at this time.

   B.	ARIN General Counsel

     The policy as proposed poses no significant legal risks for ARIN.
We also believe that it is useful to be specific in the manner
articulated by the proposed policy.

IV.	Resource Impact - Minimum

The resource impact of implementing this policy is viewed as minimum.
Barring any unforeseen resource requirements, this policy could be
implemented within 90 days from the date of the ratification of the
policy by the ARIN Board of Trustees. Implementation would not require
the acquisition of staff personnel or equipment. It will require the
following:

- Revisions to registration guidelines
- Staff Training

Proposal type: New

Policy term: Permanent

Policy statement:

4.3.6 Additional Assignments

"In order to justify an additional assignment, end-users must have
efficiently utilized at least 80% of all previous assignments, and must
provide ARIN with utilization details. The prefix size for an additional
assignment is determined by applying policies 4.3.2, and 4.3.3."

Rationale:

There are no published criteria for additional assignment requests from
end-user networks. NRPM 4.3 seems to only cover initial assignments.
NRPM 4.3.3 states, in part, "Requesters must show exactly how previous
address assignments have been utilized and must provide appropriate
details to verify their one-year growth projection." Unfortunately, the
above text does not specify any metrics for ARIN staff to apply when
determining if an additional assignment is justified. Though most
end-users only get one assignment, some end-users request a 2nd or 3rd
or Nth assignment.

Currently, the ARIN staff applies what they perceive to be "efficient
utilization" criteria; for instance, the end-user must have utilized at
least 80% of last assignment and must provide ARIN with utilization details.
