<div style="color: rgb(0, 0, 0);">Today, network operators face increasing challenges from regulatory fragmentation to</div>
<div style="color: rgb(0, 0, 0);">unforeseen operational disruptions that can jeopardize their ability to function</div>
<div style="color: rgb(0, 0, 0);">effectively. Without the ability to transfer IP resources between RIR(s), networks may</div>
<div style="color: rgb(0, 0, 0);">find themselves trapped in jurisdictions with restrictive policies, bureaucratic delays,</div>
<div style="color: rgb(0, 0, 0);">or unreliable services, putting critical infrastructure at risk.</div>

<div style="color: rgb(0, 0, 0);">Mandatory portability acts as a safety valve, allowing operators to relocate resources</div>
<div style="color: rgb(0, 0, 0);">when necessary to maintain service continuity. By embedding portability in the revised ICP-2, it could protect networks from being held hostage by external factors beyond their control.</div>

<div style="color: rgb(0, 0, 0);">Additionally, this portability right would encourage RIR(s) to adopt best practices in</div>
<div style="color: rgb(0, 0, 0);">governance and service delivery, knowing that operators have the freedom to choose alternatives. I urge to consider the inclusion of clear language in ICP-2 requiring RIR(s)</div>
<div style="color: rgb(0, 0, 0);">to honour transfer requests under fair, transparent, and non-discriminatory terms</div>
<div style="color: rgb(0, 0, 0);">ensuring that the internet remains a robust and adaptable global commons.</div>
