<div style="color: rgb(0, 0, 0);">The ability for the members/community to change RIRs should be taken and recognized as a fundamental right. The right acts as a safeguard for the users and provide the users with leverage to demand accountability from the RIRs
who are “hosting” the user’s numbers. In case of poor administration by the RIRs, the users should have the portability and flexibility to switch to other RIRs.</div>

<div style="color: rgb(0, 0, 0);">Such portability ensures competition and oversight within the RIRs system. It creates a healthy check and balance and always keeps the RIRS on its toes. With the risk of losing users to other RIRs, it forces the RIRs to maintain
administration, governance and service to its users and community at the utmost standard.</div>

<div style="color: rgb(0, 0, 0);">Portability is a mechanism that forces accountability and enhances quality. With the right of portability, the RIRs will remain user-orientated and answerable to the very communities they were established to serve. If a RIR
fails to act in the best interest of its community, users will no longer be forced to remain under its jurisdiction. Instead, they can provide pressure by migrating to another RIR that provides better services and have values that reflects their needs. Essentially,
reverting the system to be more community driven and engaged.</div>
