[ICP2_review] Summary of Differences and Rationale for Changes

We previously notified this list that we had published a redline of the precise text changes between the first and second versions of the RIR Governance Document: https://www.nro.net/wp-content/uploads/RIR-Governance-Document-v2-deltas.pdf.

In addition, in case folks didn't see it on the NRO website, we have published a "Summary" that explains the major differences between the two versions-that is, why we made the changes we made.
