Hello,

The revised ICP-2 should include the right to transfer the IP.

With the right of transferring the resources to another RIR without losing
it, it protects the freedom of choice to the users. With the restrictions
taken away, fair competition will be introduced to the digital ecosystem.
This is not merely a technical convenience; it is opening a door towards
fostering a healthier ecosystem for the internet.

Current RIRs are overly centralized, lacks accountability to anyone and is
disproportionately powerful within their own regions. These are all
ingredients for corruptions and power abuse. User’s right and the internet
ecosystem will be put into jeopardy when the RIRs are becoming unreliable.
In these situations, without the safeguard of number portability, the users
– especially the small ones will find themselves locked in unfavourable
situations, and this undermines the equitable access to internet
infrastructure.

With number portability, it keeps the ecosystem alive, competitive and
dynamic. It returns the power to the hand of the community and encourages
the community to pressure the RIRs into consistently maintain high standard
in serving the community needs
