Thank you for your thoughtful note regarding the benefits of number portability within the Internet number registry system. While portability is not currently an inherent feature of our system, it’s worth noting that it is technically feasible for critical Internet identifiers—DNS domain names, for example, do support such mechanisms.
That said, the DNS ecosystem is structured quite differently. It operates through a commercial model with distinct layers—registries, registrars, and registrants. In contrast, the Internet number registry system lacks that intermediary layer. Moreover, RIRs are not solely registry operators; they also serve as key institutions supporting their regional communities through outreach, policy development, training, grant programs, and partnerships.
To better understand your proposal for introducing number block portability into this framework, could you expand on how such a change might impact these Internet development responsibilities? Specifically, how would you envision maintaining those functions in a model that embraces portability? Also, would effective regional governance of Internet number resources be provided for, if registrants have the ability to freely move to other RIRs that may not follow the policies set by the regional community?
