Hi all,
In my humble view, the revision of ICP-2 principle shall explicitly enshrine the right to
portability of number resources as a fundamental principle of internet governance.
Allowing the seamless transfer of IP addresses and ASNs between RIR(s) is critical
to maintaining a fair, competitive, and resilient internet ecosystem. Without mandatory
portability, networks risk being locked into inefficient or restrictive registry
environments, undermining their ability to adapt to operational, economic, or
regulatory changes. By guaranteeing this right, ICP-2 can prevent monopolistic control
by any single RIR and ensure that resource holders retain full autonomy over their
assets.
The concept of portability of number resource would also strengthen accountability by
enabling networks to hold RIR(s) to higher standards of service. If an RIR imposes
unreasonable fees, slow processing times, or opaque policies, operators should have
the freedom to migrate to a more responsive registry. This competitive pressure drives
RIR(s) to improve efficiency, transparency, and customer support, which would
benefiting the entire internet community.
