Allowing the seamless transfer of IP addresses and ASNs between RIR(s) is critical to maintaining a fair, competitive, and resilient internet ecosystem. Without mandatory portability, networks risk being locked into inefficient or restrictive registry environments, undermining their ability to adapt to operational, economic, or regulatory changes. By guaranteeing this right, ICP-2 can prevent monopolistic control by any single RIR and ensure that resource holders retain full autonomy over their assets. The concept of portability of number resource would also strengthen accountability by enabling networks to hold RIR(s) to higher standards of service. If an RIR imposes unreasonable fees, slow processing times, or opaque policies, operators should have the freedom to migrate to a more responsive registry. This competitive pressure drives RIR(s) to improve efficiency, transparency, and customer support, which would benefiting the entire internet community. In my humble view, this right is fundamental to ensuring network autonomy, operational accountability, and long- term resilience within the Internet ecosystem. By formally recognizing and mandating the ability to transfer IP resources between RIR(s), ICP-2 can reinforce its commitment to a secure and adaptable Internet infrastructure. In practice, portability empowers resource holders to maintain independence from any single RIR or upstream provider. It allows networks to manage their number resources even in the face of jurisdictional, policy, or service-related challenges that may arise in a specific region. Portability enables organizations to maintain continuity, avoid unnecessary renumbering, and preserve critical services during transitions, disruptions, or reorganizations, particularly important in a world where geopolitical and regulatory pressures are increasingly influencing infrastructure decisions. Furthermore, establishing this right promotes healthy competition among RIR(s), encouraging them to enhance transparency, customer service, and operational excellence. When resource holders are given the ability to choose the registry that best meets their needs, it creates natural incentives for RIR(s) to innovate and remain responsive to their communities. At the same time, it introduces a systemic safeguard, a decentralized resilience mechanism, that helps prevent monopolistic behaviour or administrative overreach. Promoting the right to portability in ICP-2 also aligns with broader principles of Internet freedom and decentralization. It supports the global Internet community's shared objective of building an infrastructure that is flexible, secure, and accountable. I would strongly urge the inclusion of this right in the revised ICP-2, recognizing portability as a cornerstone for an open, robust, and user-centric Internet. Please take into consideration the critical input above, thank you. Sent from Outlook for iOS -------------- next part -------------- An HTML attachment was scrubbed... Today, network operators face increasing challenges from regulatory fragmentation to unforeseen operational disruptions that can jeopardize their ability to function effectively. Without the ability to transfer IP resources between RIR(s), networks may find themselves trapped in jurisdictions with restrictive policies, bureaucratic delays, or unreliable services, putting critical infrastructure at risk. Mandatory portability acts as a safety valve, allowing operators to relocate resources when necessary to maintain service continuity. By embedding portability in the revised ICP-2, it could protect networks from being held hostage by external factors beyond their control. Additionally, this portability right would encourage RIR(s) to adopt best practices in governance and service delivery, knowing that operators have the freedom to choose alternatives. I urge to consider the inclusion of clear language in ICP-2 requiring RIR(s) to honour transfer requests under fair, transparent, and non-discriminatory terms ensuring that the internet remains a robust and adaptable global commons. I look forward to positive response on the above, thank you. The portability of IP / number resources should be recognized as a right, not a privilege, especially to be mandatory in the updated framework of new/revised ICP-2 principle. As the Internet grows more interconnected, resource holders across the globe, it is essential including those in emerging markets and politically sensitive regions, deserve equal access to infrastructure choices. Mandatory portability ensures that they are not locked into specific RIR(s) due to historic allocations or geographic limitations. Such a provision would prevent the centralization of influence within any single RIR and promote a fairer, more balanced global Internet governance structure. It allows resource holders/ stakeholders to select registries that align with their operational values, language preferences, and support needs. More importantly, it would reinforce the idea that Internet governance should serve the user base and not bind it. Ensuring portability is an act of digital equity, and ICP-2 must embrace it to remain relevant and just in the Internet?s next era. I look forward to positive response on the above, thank you. Full ownership and control remain in the hands of the users, not the providers or registries allows movement of the number resources depending on the market movement and situational requirement. It acts as a layer of protection in scenarios where RIRs faces systemic failures. RIRs are essentially private companies and therefore, not completely immune from insolvency, mismanagement or regulatory issues. In the aforementioned scenarios, without the right of portability, the users would risk losing data and huge disruptions in terms of service outages and website downtimes. With portability, it enables users to swiftly migrate their number resources to a functioning RIR and hence maintaining continuity of their business operations. In short, it is an important cornerstone for a stable and user-driven internet. With the users having more control over their own resources, we will be able to build a more efficient internet structure that supports everyone, businesses, individuals and communities alike. This will make ICP-2?s goal more fair and user-friendly internet system. The right to change RIR is a basic right for the community. This ensures nobody is stuck with a provider that do not operate wisely, and will keep the Internet competitive and fair. This is crucial for small businesses or startups that rely on fair access. Without portability, people could face outages, data loss, or website downtime. For example, a user could quickly switch RIR and to ensure their operation keep running smoothly. Even if their original RIR collapsed, this will keep users happy and business flowing. I think that this protection is important for people who aren?t tech experts, as not all users know how to handle technical disasters. They could lose access to their website or online tools without a way to recover if their RIR fails. By adding the portability, the users can keep their internet resources and stay online when facing crisis. It also gives users peace of mind, knowing their digital presence is in a safe boat no matter what happens to their provider. This supports the draft?s goal of keeping the internet stable and reliable, helping reduce risk, ensures smooth transitions, and strengthens the global internet for everyone. As such it is suggested to add the portability of number resource, thanks. Thank you for your thoughtful note regarding the benefits of number portability within the Internet number registry system. While portability is not currently an inherent feature of our system, it?s worth noting that it is technically feasible for critical Internet identifiers?DNS domain names, for example, do support such mechanisms. That said, the DNS ecosystem is structured quite differently. It operates through a commercial model with distinct layers?registries, registrars, and registrants. In contrast, the Internet number registry system lacks that intermediary layer. Moreover, RIRs are not solely registry operators; they also serve as key institutions supporting their regional communities through outreach, policy development, training, grant programs, and partnerships. To better understand your proposal for introducing number block portability into this framework, could you expand on how such a change might impact these Internet development responsibilities? Specifically, how would you envision maintaining those functions in a model that embraces portability? Also, would effective regional governance of Internet number resources be provided for, if registrants have the ability to freely move to other RIRs that may not follow the policies set by the regional community? Thanks again for engaging in this important discussion! /John John Curran President and CEO American Registry for Internet Numbers On May 6, 2025, at 12:27?PM, Diego Antonio De Leon Paredes via ICP2_review wrote: Hi all, In my opinion, the right to portability of number resources must be a core requirement in the revised ICP-2 to ensure the long-term resilience and stability of the internet. Without this right, there might be the risk that the providers and RIR could take control and block users from switching to better or more affordable services. This could trap users, making it hard to move their website or app without losing their online identity. Portability protects that freedom, ensuring users stay in control of their digital presence. Portability gives users the power to move their internet numbers freely, keeping control of their digital assets during issues like provider governance disputes or technical problems. With the right of portability, RIRs must respect the users and can?t lock the people in or claim ownership of their Internet Resources. By giving the right to portability, it strikes the ICP-2?s goal accountability and helps build a more trustworthy internet, where users are in control of their own digital assets. Adding portability creates a fairer, more user-driven internet for everyone Cordialmente / Best Regards [image: LIWA] Boris Diaz Director, Global Operations [image: whatsapp] +57 313 3705180 [image: telefono] +57 601 486 4710 Ext. 1128 [image: email] boris.diaz at liwa.co [image: website] www.liwa.co -------------- next part -------------- An HTML attachment was scrubbed... The ability for the members/community to change RIRs should be taken and recognized as a fundamental right. The right acts as a safeguard for the users and provide the users with leverage to demand accountability from the RIRs who are ?hosting? the user?s numbers. In case of poor administration by the RIRs, the users should have the portability and flexibility to switch to other RIRs. Such portability ensures competition and oversight within the RIRs system. It creates a healthy check and balance and always keeps the RIRS on its toes. With the risk of losing users to other RIRs, it forces the RIRs to maintain administration, governance and service to its users and community at the utmost standard. Portability is a mechanism that forces accountability and enhances quality. With the right of portability, the RIRs will remain user-orientated and answerable to the very communities they were established to serve. If a RIR fails to act in the best interest of its community, users will no longer be forced to remain under its jurisdiction. Instead, they can provide pressure by migrating to another RIR that provides better services and have values that reflects their needs. Essentially, reverting the system to be more community driven and engaged. Thank you for your attention to this matter.
