IN-ADDR.ARPA clean up

Last summer, ARIN completed a cleanup project, that removed invalid name
servers from ARIN's IN-ADDR.ARPA zone files.  Although these name servers 
were removed from the zone file, some continue to be displayed in Whois.
These errors include name servers for netblocks not on the bit boundary,
and out-of-zone delegations.

At the recent NANOG Meeting, the inconsistency between the DNS and Whois
was raised. The consensus was that Whois should accurately reflect the
DNS.

The new database, due for release in June, will enforce these rules.  In 
the interim, ARIN will remove name servers from networks, that do not 
follow these rules. There will be no additional notification of these
changes sent out.
