some PSTN operators offered "shortcuts" to dial into neighbouor
countries' nets, i.e. the full string to dial into DE (+49) from AT
(+43) is 00 49 ...., the shortcut was 05 (or was it 06?), but those have
mostly been phased out.

what does happen, though, is changes within the countries' handling or
regional codes. Some do not allow the regional code indication digit
(most of the time this 0 or 9), others ignore it, and others require it
(e.g. Spain)

That is the reason why we try to motivate people to use the canonical
form of
+country<space>regional-code<space>subscriber-number<space>extension
+99 1234 11223344 9999
An example for AT: +43 1 4277 14033 (POTS, Vienna) or
+43 664 1234567 (mobile)
An example for ES: +34 93 1234567 (POTS, Barcelona)

Btw, I've asked the RIPE NCC DB Group's manager to get in touch with
ARIN staff, to try to align the formats as much as possible.
