I understand. I cannot be sure if it is ip address problem. Please understand I am not trying to pick up something or somebody to blame. Just trying to get some ideas or solutions. I have researched with these "bad" machine. It is fine to hit any other website(as much as I can test) but not www.ote.arin.net<http://www.ote.arin.net>. I searched around the google. They all pointed out to the different way... since it is only ote.arin.net, that is why I am asking you guys if you have seen this kind of issues. Maybe you guys can help out from the "hell" :). I am feeling that I am hitting a nail with hammer with blindfold.

As a follow-up....

The information regarding ARIN's OT&E environment is summarized at https://www.arin.net/resources/ote.html,

and it points out that:

"To request access to OT&E, log into your ARIN Online account and use Ask ARIN to request access to the environment using "Other" as the message topic. Once vetted, ARIN will grant OT&E environment access and send additional usage instructions. ARIN encourages all OT&E users to subscribe<http://lists.arin.net/mailman/listinfo/arin-tech-discuss> and participate on the arin-tech-discuss at arin.net<mailto:arin-tech-discuss at arin.net> mailing list for information sharing and outage information."

OT&E access is restricted via an ACL to specific client addresses or ranges.   It will be a requirement for any client wishing to access OT&E to request such access via the "Ask ARIN" feature in ARIN Online.

If you're able to access OT&E via IE9 on a particular client but cannot access it using another browser on the same client (using the same IP address), please advise.

Can you confirm whether the IP addresses of the various clients have been requested to be added to the ACL for OT&E via an "Ask ARIN" request?
