ARIN should, in addition to the current forms, publish the NRPM in
plain text.<br>

There is a long history of plain text publication on the internet
and all RFCs are still published in plain text.<br>

This format facilitates use of a number of available tools for
comparing revisions and proposed policies against existing text
which cannot be used so easily with HTML or PDF versions.<span
