[ARIN-Suggestions] New ACSP 2020.13: Improve Reverse DNS Security

On 23 July, we received a new suggestion, numbered 2020.13 upon
confirmed receipt, asking that use SHA-256 keys for xx.in-addr.arpa and
ip6.arpa (reverse DNS) zones

This suggestion is currently being reviewed and we will issue our
