[ARIN-Suggestions] NEW ACSP 2017.16: Allow registered brokers to be added to transfer tickets

On 27 September, ARIN received a suggestion, numbered 2017.16 upon
confirmed receipt, asking that we allow registered brokers to be added
to transfer tickets.  We are currently reviewing the details of this
suggestion and developing a response.
