As we understand it, this suggestion recommends that ARIN allow consolidation, for billing purposes, of resources when held under both the Registration Services Agreement (RSA) and Legacy Registration Services Agreement (LRSA) by the same organization. The ARIN Board of Trustees has adopted a legacy fee schedule for parties (or their legal successors) that were assigned number resources before ARIN?s formation. The legacy fee schedule is not available for resources assigned subsequent to ARIN?s formation, although some organizations with both legacy and non-legacy resources may find that their fees are lower overall if entirely consolidated under a single standard RSA and registration services subscription plan. This has been further enabled by the recently released new combined version of the RSA/LRSA that was developed with input from the community and provides the same rights to all resource holders. The ARIN Board believes that at this time the fee structures are fair to the broadest set of community members, and thus will not be considering any changes at this time. The current ARIN majority-based voting system provides for both simplicity and compliance with Virginia law, and it is unclear if transferrable vote model would provide either of these benefits. As such, the President has not recommended any changes at this time. The ARIN Board of Trustees has considered this suggestion in two parts: 1. Candidate Speeches at ARIN Meetings Since 2015, additional clarity has been provided to the candidates that the content of their speeches should focus on their qualifications and reasons for running. The ARIN Board further feels that candidates must exercise their own discretion regarding the content of their speeches, and that the voting community will judge the candidates accordingly. 2. Board Member Speech at ARIN Meetings The Board has noted the concern about Board member use of the floor, and has taken this information under their own advisement for future ARIN meeting participation.
