I was thinking that both DNS zone operators as well as IXes would qualify for<br>

However, all of the use cases I can think of (e.g. one organization running<br>
multiple IXes, each with a distinct peering LAN) would qualify under 4.5<br>
Multiple Discrete Networks (and in particular, 4.5.7).<br>
