This seems to ignore the fact that end-user organizations often manage their<br>
space and justify it in ways that aren’t really compatible with the way that LIR/ISP<br>
organizations do so.<br>
<br>
If you want to merge the terms allocation and assignment into allocation, fine,<br>
but please make sure to preserve the option for end users to acquire units of<br>
address space based on the requirements in the existing end user policies.<br>
<br>
This is even more important in the v6 policies than v4.<br>
