AC Assessment of Conformance with the Principles of Internet Number Resource Policy:<br>

This Draft Policy is fair, impartial, and technically sound. The intent of this draft policy is to reinstate organizations to the waitlist that were removed via ARIN-2019-16's adoption if their total IPv4 holdings amount to a /18 or less. This would allow reinstated
organizations to extend their two-year approval and qualify for up to a /22. This excludes any organizations who have since had requests met via the transfer market, or any that fulfill their requests with the transfer market after ARIN 2020-2 is implemented.<o:p></o:p></span></p>

<p class="MsoNormal"><span style="font-size:11.0pt">Note also that the Advisory Council changed the name of the policy upon learning the term "grandfather clause" has historical roots in preventing former slaves and their descendants from voting in the American

eligibility criteria. These organizations should have been grandfathered when the waitlist was reopened to allow them to receive an allocation of IPv4 up to the new policy’s maximum size constraint of a /22.<o:p></o:p></span></p>
