<p dir="ltr">It applies to all but is of zero benefit to large orgs with contiguous space. This idea that it allows big orgs to horde space is a red herring. </p>

I respectfully disagree with your assessment of this draft policy. The<br>
draft policy as written applies to all organizations which receive space<br>
from ARIN and would change how utilization is calculated for<br>
organizations which receive space as end-users or ISPs regardless of size.<br>
