be allocated without needs tests once per year. While that would slightly better than it is today, a /24 will only help the smallest of Organizations. I don’t want to see the Organizations that need the size of a /22 or a /24 to find it harder to get an
allocation because of 2014-13 and if the needs test remain that is exactly what would happen.

in its current form makes the problem worse and not better and I cannot support it in its current form. I would however support it if the language is changed to use a range of /20 down to /24 where the current policy says /20, and a range of /22 down to a
/24 where the current policy says a /22. <o:p></o:p></span></p>
