Indeed, and I would further note that the RIPE region is into the
last /8, which ARIN is not. The RIPE no-need proposal is
specifically tied to the fact that we have no free IPv4 left and so
the constraints have changed.<br>

(not in favour one way or the other on either of these proposals.
