I've asked you for substantive discussion about the current wording of the policy text of 2011-1 and how it does or does not conform to the objectives listed on Slide 6 of my presentation and community consensus for an Inter-regional transfer policy.<BR>

Instead you 'strike' out about the system and some 'circling the wagons' conspiracy.<BR>

Please be specific when you speak of over-controlling policy related to v4 transfers...which is stifling transition. If you have more than base-less charges, please share them. Through open and legitimate debate we can make progress. But not, I'm afraid, through incendiary rhetoric.<BR>

ARIN has a history of circling the wagons after it is unable to<BR>
prevent public dissent. Generally, a "first strike" mentality exists<BR>
whenever the organizations credibility or integrity of it's process is<BR>
challenged. It's unfortunate that we spend so much time controlling<BR>
and so little time working on good policy that makes sense. Right now,<BR>
transition is failing as a result of ARIN over-controlling policy that<BR>
is related to v4 transfer.<BR>
