For reference: there are approximately 18,995 OrgIDs in ARIN's Whois <br>
with IPv4 registrations prior to ARIN's formation. <br>

Of those, 11,943 have only a /24, or 62.87%. That is a significant <br>
percentage of organizations, but clearly a very small fraction of <br>
the address space in question.<br>
