may i suggest an experiment, much along the lines of the old CIDR test<BR>
with net 39. for a defined period of perhaps a year, allow folks<BR>
to use addresses in net 240/4 ... collect reports of what actually<BR>
works and what does not.... Once emperical evidence is in hand, it will<BR>
be much easier to justify a status change for this range.<BR>
