[arin-ppml] Request for Comments & Feedback: Draft Policy ARIN-2026-5: Define Out Of Region Use

Hello PPML,

ARIN-2026-5 was adopted by as a draft policy in the September 2026 Advisory Council meeting.  This draft policy is adding a definition to section 2 of the Number Resource Policy Manual regarding what is considered out of region use of ARIN number resources.

Here is the current language:

2.18. Out Of Region Use
The sole use of ARIN-allocated resources in locations outside of the ARIN service region. This definition does not apply to the simultaneous use of a given ARIN resource both within the ARIN service region and in other RIR service regions.

As primary shepherd of this draft policy I welcome any feedback on the proposed policy.
