I expect that most organizations not eligible for PI space for
off-internet use under today's policy don't particularly need it. I also
expect the *average* situation will look more like requesting a /44 and
planning to use one /48 off-internet. Since it is relatively easy to get
large contiguous blocks of IPv6, reserving one (or more) blocks for
"non-internet-routed" applications is probably a best practice.

2000 addresses in-use is a pretty low bar to clear if you are optimising
for getting addresses out of ARIN. I see no reason to make the policy
*less* restrictive.
