[arin-ppml] IPv6 policy: limitations on registrants?

I strongly agree with this sentiment.

Even in an unrealistic, parallel universe where every operator who 
deploys ULA address space actually follows the requirement to generate a 
random identifier, they must never announce that space on the public 
Internet, even if their circumstances change. Circumstances always 
change, and often in ways that were unforeseen. A previously-private 
network that wishes to become partially or wholly public should be able 
to do so without renumbering and without NAT'ing.

I am in favor of resource policy that makes GUA more attractive than 
ULA, or, in the absence of such policy, avoiding resource policy that 
makes GUA less attractive than ULA, all else being equal.
