[arin-ppml] Advisory Council Meeting Results - September 2025

In accordance with the Policy Development Process (PDP), the Advisory Council met on 18 September 2025.
The AC has advanced the following to Recommended Draft Policy status (will be posted separately for discussion):
*ARIN-2024-5: Rewrite of NRPM Section 4.4 Micro-Allocation
The AC advances Draft Policies to Recommended Draft Policy status once they have been fully developed and meet ARIN's Principles of Internet Number Resource Policy. Specifically, these principles are:
* Enabling Fair and Impartial Number Resource Administration
* Technically Sound
* Supported by the Community
AC Assessment of Conformance with the Principles of Internet Number Resource Policy:
"Following a review of community feedback, staff and legal recommendations, and AC discussions, Draft Policy ARIN-2024-5: Rewrite of NRPM Section 4.4 Micro-Allocation, was found to conform to the principles of the ARIN Policy Development Process. Based on being fair, impartial, and technically sound, this Draft Policy was moved to Recommended Draft state by the Advisory Council. If adopted by the ARIN Board Of Trustees, it would update the NRPM’s terminology from “Micro-Allocation” to “Critical Internet Infrastructure” in order to better describe the usage for the resources described in Section 4.4, as well as clarify qualification and usage requirements for resources allocated under the section."
The AC has abandoned the following Draft Policy:
*Draft Policy ARIN-2025-5: Clarify Justification Requirements for 4.4, 4.10, 6.10, and 11.10 IP addresses
The AC issued the following statement:
"We chose to abandon 2025-5 due to feedback from the community being generally unsupportive of the policy. The ppml indicated that much of the proposed policy was already addressed by section 9 of the NRPM and that section of this policy could be in conflict with section 9. In addition, there are several policies in flight that would accomplish a similar goal as 2025-5. One section, 4.10, was identified as an area where this policy could be implemented, however there is now a distinct policy in flight that addresses in-region use of 4.10 space. Given these factors we chose to move forward with abandonment."
Anyone dissatisfied with this decision may initiate a petition. This petition request must occur within seven days after the announcement date of the Advisory Council action. The petition against abandonment deadline for 2025-5 is 30 September 2025.

*ARIN-2025-8: Reserve 4.10 space for In-Region Use
