You seem to be saying that when Section 6.5.8.1 of the NRPM says;
Organizations may justify an initial assignment for addressing devices
directly attached to their own network infrastructure...
It doesn't mean an "organization," but it somehow actually means, "any
technically competent individual who otherwise meets the requirements."
All I can say is, "NO, it means an organization." And all that is implied
by that word. If you want to change that, change it, but don't obfuscate
the meaning of the word organization beyond recognition.
