Some states won’t register them, however, and on occasions at least, ARIN has insisted on various forms of documentation which basically force incorporation to meet in some states. 

Hence my statement that it’s. It onerous to create such a thing, but getting ARIN to accept any given creation can be a bit more of an adventure.
