[arin-ppml] Draft Policy ARIN-2025-5: Clarify justification requirements for 4.4, 4.10, 6.10, and 11.10 IP addresses

Hi Kaitlyn,

Thanks for the followup. I'm not in favor of continuing to work on this
draft.

- Scope creep, attempts to change three policies and create a new one.
Unclear if this is one or four proposals?
- Duplicative text, inserts nearly identical blocks in multiple sections.
Seems like a job for Section 9.
- Conflicts with Section 9, introduces more ambiguity and sets up for
future conflict
- Undermines section 11, where there are clearly out of region experiments
that can easily be imagined using ARIN resources that make sense which
staff has flexibility to support the experimental uses appropriately
- What's broken?

I also didn't see a staff experience report noting this was a problem or
what the current staff practice is. Good chance I missed it if there was
one though.
