Martin,

I thought the point of this policy was that there are jurisdictions in which obtaining the necessary government organizational paperwork was costly/onerous.  Given the RIRs are geographic monopolies, the current situation would indeed appear to be discriminatory — if said individuals could ‘vote with their feet’, this wouldn’t be an issue. The fact that one can propose a policy to remedy does not change that fact — it only changes if the policy is accepted.
