[arin-ppml] Advisory Council Meeting Results - June 2025

In accordance with the Policy Development Process (PDP), the Advisory Council met on 26 June 2025.
The AC has advanced the following to Recommended Draft Policy status (will be posted separately for discussion):
*ARIN-2025-2: Clarify 8.5.1 Registration Services Agreement
The AC advances Draft Policies to Recommended Draft Policy status once they have been fully developed and meet ARIN's Principles of Internet Number Resource Policy. Specifically, these principles are:
* Enabling Fair and Impartial Number Resource Administration
* Technically Sound
* Supported by the Community
AC Assessment of Conformance with the Principles of Internet Number Resource Policy:
"Recommended Draft Policy ARIN-2025-2 conforms to the principles of the ARIN Policy Development Process. This policy, if adopted, will allow ARIN the flexibility needed for effective operations by returning the decision to ARIN on what the current version of the RSA regarding transfers under 8.5 in the Number Resource Policy Manual. It is fair, impartial, technically sound and has received support from the community."
The AC has advanced the following Proposals to Draft Policy status (each will be posted separately for discussion):
*ARIN-prop-344: Clarify justification requirements for 4.4, 4.10, 6.10, and 11.10 IP addresses
*ARIN-prop-345: Fix formula in 6.5.2.1c
*ARIN-prop-346: Make policy in 6.5.8.2 match the examples
You are encouraged to discuss all Draft Policies on PPML. The AC will evaluate the discussion to assess the conformance of this draft policy with ARIN's Principles of Internet number resource policy as stated in the Policy Development Process (PDP). Specifically, these principles are:
* Enabling Fair and Impartial Number Resource Administration
* Technically Sound
* Supported by the Community
The AC has abandoned the following Draft Policy:
*Draft Policy ARIN-2024-11: IPv4 Transition Efficiency Reallocation Policy (ITERP)
The AC issued the following statement:
“The community feedback on the PPML, at ARIN 55, and in the hallway track was majority against this policy due to the additional target for abuse this policy adds to the already targeted 4.10 section of IPv4 address space. It would also add a level of complexity for ARIN to track down any abusers since downstream customers may have multiple ISPs. This policy also doesn’t really solve a problem. ARIN has enough 4.10 IPv4 address space to last for the next 25 years or so at the current rate of issuance of /24s averaged over the last several months. Since smaller blocks e.g. /28s and /29s are not independently routable this policy doesn’t really resolve the downstream users converting to IPv6. Therefore the motion was entered and unanimously voted on by the Advisory Council to abandon this policy."
Anyone dissatisfied with this decision may initiate a petition. This petition request must occur within seven days after the announcement date of the Advisory Council action. The petition against abandonment deadline for 2024-11 is 8 July 2025.
