ARIN will enforce policy adopted by this community, and that includes resource recovery if specified by policy.
Note, I am not advocating in favor or opposed to any such policy or actions, but merely pointing out that your statement is incorrect with respect to enforcement of community developed policy for the registry.
(The fact that ARIN can readily enforce registry policy should give everyone clear reason to be very, very careful in policy development because the consequences can be far reaching and/or disproportionate if one is not careful.)
