[arin-ppml] Draft Policy ARIN-2025-8: Reserve 4.10 space for In-Region Use

1. I’m not convinced this is necessary. 
2. The wording is ambiguous at best and could be interpreted badly. Even if the intent is for the 4.10 space to be used in region, a valid reading of the proposed text is that the space could be used anywhere so long as the IPv6 deployment it is supporting is only within the ARIN region. I believe the intent is for the space to be used within the ARIN region regardless of where the IPv6 deployment being supported occurs. 

Opposed as written.
