You raise some interesting points about fees, governance, and competition—and I would be remiss if I did not point out that there is a process currently underway to update the long-standing ICP-2 (Internet Coordination Policy 2) document. This document establishes the criteria by which Regional Internet Registries (RIRs) are recognized, and thus touches on many of the same issues you mentioned. Importantly, it is seeking community input now.

A draft of the proposed updated document, “Governance Document for the Recognition, Maintenance, and Derecognition of Regional Internet Registries”, was published last week by the ASO AC for community consultation:

There will be consultations held in all RIR regions, as well as an ICANN public consultation on the draft document.

I would encourage anyone with an interest in the structure and governance of the RIR system to review the proposed governance document and share their feedback.
