My apologies for any frustration – I thought my answer was clear and direct, but perhaps not -

State tax IDs show you’re authorized to operate or collect taxes in a specific area, but they don’t establish that a legal organization has been formally created - in some jurisdictions they can be issued for entities still in formation, or an assumed general partnership of two parties, out of state foreign entities, etc.   In short, a business ID or tax ID from a state Department of Revenue does not establish there’s actually any legal entity that ARIN can contract with…

In contrast, Secretary of State records are publicly searchable, standardized across jurisdictions, and provide key legal details—like formation date, status, and organizational structure—which is why ARIN relies on them to verify legal existence.

At explained to you on several occasions (including in-person at WISPA), ARIN conducts a business entity search within your state’s registry and that returns corporations, partnerships, sole proprietorships, DBA names, etc.  Secretary of State business entity registries provide public-facing, authoritative records confirming that an organization exists as a legal entity which can be verified for every state in a clear, consistent, and neutral manner.
