Heya William,
That’s actually quite a constructive idea and something that is quite doable in my humble opinion. However, there is one critical aspect that you didn’t mention in your reply and that is for the protection of the existing members on the waiting list. So I would just add the following:
What if we split the difference and make the waitlist maximum
allocation variable? With less than a 6-month backlog, eligible
organizations can receive up to a /22. More than 6 months and it drops
to /23. More than 12 months and it drops to /24. While also maintaining the
existing allocations for members already on the ARIN waiting list, making this policy change
only applicable for new additions to the ARIN waiting list from the date of implementation of this policy change.
ARIN calculates the backlog each time it does a distribution and selects the appropriate
maximum.
What do you think?

Mike is correct that a multi-year backlog on the waiting list is
absurd. If you can afford to wait that long, it puts the lie to the
assertion that you have an immediate technical need.
