[arin-ppml] Advisory Council Meeting Results - March 2024

In accordance with the Policy Development Process (PDP), the Advisory Council met on 21 March 2024.

The AC has advanced the following to Draft Policy status (will be posted separately for discussion):

 * ARIN-prop-329: WHOIS Data Requirements Policy for Non-Personal Information

The AC advances Proposals to Draft Policy status once they are found to be within the scope of the Policy Development Process (PDP) and contain a clear problem statement.


The AC has advanced the following to Editorial Update status (will be posted separately for discussion):

* ARIN-prop-330: Edit 6.5.8.3 Section 2

An Editorial Update results in non-substantive change to the NRPM. Editorial Updates can provide additional clarity, correct textual errors or references, improve grammatical language, or remove non-operative sections of the NRPM. Editorial Updates do not change ARIN’s practices or procedures related to the administration of Internet Number Resources.


The AC has advanced the following to Recommended Draft Policy status (will be posted separately for discussion):

* ARIN-2023-6: ARIN Waitlist Qualification

The AC advances Draft Policies to Recommended Draft Policy status once they have been fully developed and meet ARIN's Principles of Internet Number Resource Policy. Specifically, these principles are:

* Enabling Fair and Impartial Number Resource Administration
* Technically Sound
* Supported by the Community

AC Assessment of Conformance with the Principles of Internet Number Resource Policy:

Draft Policy ARIN-2023-6: Draft ARIN Waitlist Qualification Update,  conforms to the principles of the ARIN Policy Development Process. This draft policy is found to be fair, impartial and technically sound. Based on community feedback and AC discussion we motion to move ARIN-2023-6 Draft ARIN Waitlist Qualification Update to Recommended Draft. If adopted this policy aims to clarify qualification requirements for the IPv4 waitlist based on Section 4 Policy. This is achieved by adding a sub section in Section 4.1.8. ARIN Waitlist. 


The AC is continuing to work on:

Draft Policies:

* ARIN-2022-12: Direct Assignment Language Update
* ARIN-2023-8: Reduce 4.1.8 Maximum Allocation
* ARIN-2024-1: Definition of Organization ID/Org ID 

Recommended Draft Policies:

* ARIN-2023-1: Retire 4.2.1.4. Slow Start
* ARIN-2023-4: Modernization of Registration Requirements
* ARIN-2023-5: Clean-up of NRPM Sections 4.3.4, 4.4, 4.10 and 6.10.1
* ARIN-2023-7: Clarification of NRPM Sections 4.5 and 6.11 Multiple Discrete
