[arin-ppml] ARIN-2023-8 - Reduce 4.1.8 Maximum Allocation

Greetings to the list!

In my personal opinion, I believe the waitlist does three things:

1. Ensures those awaiting IPv4 allocations are aware the resource pools are
exhausted.
2. Pushes the adoption of IPv6 as allocations are readily available.
3. Ensures there is a physical cost to those who decide not to wait and use
the IPv4 market.

As such, I am of the firm belief further work on this proposal is
unnecessary.

As for the specific questions:

>a. Do we keep working on this policy? (Y/N - #1, #2)

No, IPv4 is a legacy technology and the less we do implementing and
altering policies for this legacy technology the better it is for the
community.

> b. If yes, should consideration be given for some formula or weighted
method towards allocations to queue occupants? (#3, #4)

No. Let the waitlist policy stand as it is. We should not be adapting
policies just because others are not willing to adapt to the realities of
the lack of available IPv4 resources.

> c. If yes, is there a need to add a clause for dealing with existing
waitlist occupants? (#4, #5)

If such a policy must be altered then those waiting on the list already
should only need to meet the requirements in effect at the time they were
placed on the waitlist. In other words, existing waitlist members should be
grandfathered in so they do not have to meet any new requirements and only
new additions to the waitlist after the rules are adopted should be
required to meet any new conditions.
