Bill, I want to address two of your points.

To your first point: You are correct that a larger number of policies were
derived from the AC working groups up until this year. The AC had both the
NRPM working group and the Policy Experience Report working group through
the end of 2023. Due to the community suggestion that more policy should
come from the community and the fact that we had a large number of new AC
members, we disbanded the NRPM working group this year. We've had ten
policies come into the AC for 2024. Only four of them (including your edit)
came from advisory council members.

To your second point : Cathy is correct. The AC still reviews the proposal,
determines if it was in scope of the NRPM, evaluates if the policy text
matches the problem trying to be solved, and looks to see if there is a
clear problem statement. It then goes to the community as a draft proposal
as it was  written by the author.  The pen is in the author's hands until
the point it is moved to Draft.  No policy is adopted until it goes to a
public policy meeting. The community may not see the behind the scenes as
we work with authors on policy, however, I can tell you the current AC
works very hard with authors to get the policy into a state where the
community can review it and give it the best chance of success.
